Rugor Nass was the High Councilor of the Gungan High Council during the Invasion of Utapau. He became the leader of the High Council following the death of Gungan leader Gorgr Binks, after which Binks’s son Jar Binks was deemed too young to take the throne. Sometime during Nass’s rule, he hired a Gungan mercenary named Tarpals to become a captain in the Gungan military and, according to Jar Binks, to do Nass’s dirty work. Nass was also on the High Council when it expelled Binks from the city of Otoh Gunga for losing the Kaiburr crystal, a relic the Gungans believed was given healing power from their gods.

After the Trade Federation shipping cartel invaded Utapau in retaliation for the planet’s government’s support of the Republic Anti-Slavery Law, Binks returned to Otoh Gunga and brought with him Jedi Master Jard Dooku and Jedi Knight Obi-Wan Kenobi. Tarpals brought them all before the High Council, which had decided to execute Binks for breaking his exile. The Jedi attempted to convince Nass to help them with the Federation threat, but he refused due to his prejudice against Humans. Dooku, however, was able to use the Force to manipulate Nass into giving them a bongo transport to take to Utapau’s capital of Ogana and to free Binks from his execution. Nass agreed and Binks left with the Jedi.
