It would seem that the Tribunal has, for whatever reason, conducted that investigation in recent months, and found no proof that Master Cobble had ever shown any sign or manifestation of being Shadow Touched. Though the Tribunal doesn't speculate as to what would cause the otherwise law-abiding and Light-following Freelander to commit "Suicide-by-Scourge", it does conclude that the Freelander may have only been guilty of attempting to mislead an investigation, and nothing more.
