Judging by the large number of mattresses, bodies, and zombie police officers, it is likely that the City Hall served as a safe zone for refugees fleeing the zombies, similar to the function of the city's police station. However, City Hall was inundated with zombies, and the surviving civilians and police officers hiding inside were either killed or infected.
