The Ouyang-class frigate is largely designed as a ASW frigate, with the capability of use for multi-role through mission modules. The capacious mission deck allows the transport of material, personnel accomodation, use as a hangar for the flight deck above through the elevator at the forward portion of the deck, or carriage of small boats that can be launched through doors on either side, or at the stern. It's also lent it's hull to the new TXRS high endurance cutter design. It is quite similar in design, except it carries 3 MH-65C helicopters instead of the pair of MH-60Rs.

One of the most interesting aspects of this design is that it is a trimaran design. This imparts a high degree of stability, allowing operations in up to sea state 5. This allows results in a very large beam, allowing the flight deck to conduct two operations simultaneously.
