Chong III was one of the dragon kings of Razachai following the emperor. Ztiss tells us that he was the one to build the wall around this great lizard city in the thirteenth year of his reign. His intention was to use it as a last line of defence againts barbarians, but also to make it serve as a boundary between the lower (the High Class Lizards) and upper (the Draken) classes.
