For starters, it's illegal for her to have cigarettes! Either she purchased them, in which case the clerk who sold them to her could lose their license to sell tobacco products (among other punishments), or someone bought them FOR her, in which case that person could be subject to fines, imprisonment, and revocation of driver's license. Perhaps realising that might help her to stop smoking. Is anyone else aware that she smokes? Like your parents or school counsellor?

The risk of lung cancer, the risk of mouth cancer, cigarette smoke contains carbon monoxide (which is deadly), nicotine (in large doses) can be fatal. Not to mention the hazards of second-hand smoke! Firstly, it's good to see that your heart is in the right place. Try to get your parents involved, especially because she is underage. I doubt a 15 year old has her own income stream, so either she is buying them with money from your parents or getting a friend to buy them. Other than that you just have to keep telling her about the health consequences. She is at a very difficult age, so it won't be easy, but keep at it.
