Morka was a Klingon Intelligence operative in the 24th century. Morka, along with Bo'rak and Atul, were sent to Deep Space 9 in 2371 by Chancellor Gowron to observe a Romulan delegation being briefed on Dominion intelligence. After Major Kira discovered a listening device on a wall in the Romulan quarters, their true identity was revealed and they were arrested by Odo. (DS9: "Visionary") Morka was played by Ray Young.

When the Silurians were awoken from their hibernation, they discovered that humans had now populated their planet, for they were once the masters of Earth when the humans were only apes. Many Silurians, including Morka, desired to destroy the humans and reclaim the planet. The leader of this group, Okdel, was persuaded by the Doctor that the planet could be shared. However, Morka killed Okdel and became the new leader. Morka attempted to infect the humans with a fatal disease that quickly spread from person to person. However, this was unsuccessful when the Doctor discovered a cure. Morka's next attempt to wipe out the humans was foiled too when the other Silurians were tricked into returning to their hibernation. Alone, Morka then tried to kill the Doctor but was shot by Brigadier Lethbridge-Stewart several times. Despite this, Morka still clung on to life but was finished off when the Brigadier destroyed the Silurians' base, much to the sadness of the Doctor.

After being tricked into going back into hibernation, Morka opted to stay behind when there were only a few pods left, willingly giving leadership of the Silurian race to K'to, who had assisted Morka in his plans. Angry that the Doctor had tricked him, Morka tried to kill him when he returned to the Silurian base. However, the Brigadier arrived at shot and wounded Morka. Morka tried to revive one of the Silurians from hibernation, but was killed when their base was blown up by UNIT. (TV: Doctor Who and the Silurians)
