Sidney Charles Harper (1878-3 December 1939) was a local politician active in the Islington area. Born in Stoke Newington, he was the son of Joshua William Harper, a ham merchant and his wife Mary Jane Ellen née Wicks. By 1901 he was working as a secretary to a public company and he was described as an "advertising novelty manufacturer" in the 1911 census. He was a member of Islington Borough Council from 1906 as a councillor representing Tufnell Ward, he was Mayor of Islington on four occasions.

Sat as a Municipal Reform Party member of the London County Council from 1925-28 representing Islington West. He did not stand at the 1928 council elections, but did stand unsuccessfully at the 1931 election as an independent at Islington East. By 1932 he had rejoined the Municipal Reformers, and when a by-election was held on 14 July 1932 for the Islington North seat he returned to the county council. He held the seat at the 1934 election and stood down in 1937.
