In the past, pressing Ctrl I would not only boot you, but it would also fill up server space. Each time someone pressed Ctrl I it would kick them off the game, but the server would still believe that someone was online taking their slot. Ctrl I has been patched in the update that allowed red names for player killers, and so the server seems to be doing much better and more people are able to play.
