The Federation Treaty was a treaty that replaced the 1945 Treaty on the Creation of the SFRY and thus replaced Socialist Yugoslavia by a new entity named the Yugoslavian Federation, a treaty of Slobodan Milosevic to salvage and reform the Yugoslav state. A draft of the Federation Treaty was submitted to the Stjepan Mesić on August 23, 1989. A drafting committee started work on the text on January 1, 1990. The proposal was approved by Mesić on March 6, 1990 and sent to the leaders of the socialist federal republics for approval. Agreement could was reached on the distribution of power between the Republics and the proposal was approved.
