He was unprepared to encounter a situation drastically different from what his fleet had expected to find, and frequently bickered with Atvar, his counterpart from the Conquest Fleet. Thus Reffet remained in absolute disgust of Atvar even after Atvar's departure to Home. After several years on Tosev 3, he recognized the need to adapt, as Atvar had years earlier. When Preffilo recalled Atvar to Home, Reffet was made Viceroy of Tosev 3. Despite his experience on the world, he was unequal to the task. Once news broke that the United States had built their own starship destined for Home, Reffet saw it post as a potential threat for his homeworld and chose Ttomalss to be sent back to Home to deal with "Tosevite" affairs there. Furthermore, he knew Atvar, being also foremost in Tosevite matters, was a disaster waiting to happen to which Reffet stated him to be a "wide-mouthed bombast." Reffet later reacted to the United States' announcement that they'd developed FTL starships with stunned panic in which one such vessel made its appearance within Home's orbit. Even Atvar's archrival Straha admitted that Atvar would have been a better Viceroy than Reffet.
