The highest organ was the Central Committee of the Communist Party of the Dorvish Soviet Republic which made all appointments and ruled when the legislature was not in session. The Central Committee was elected at the yearly party congress, however their was not much turnover in positions. The post of Premier of the Dorvish Soviet Republic is comparable to a head of state in parliamentary democracies in the modern era, it was largely ceremonial and often was the diplomatic agent of the party and the nation. The Chairman of the Council of Ministers of the Dorvish Soviet Republic was considered to be the head of government in most governments today and was often considered the second highest position in the government and the party as the Chairman often assisted the General Secretary in the day-to-day management of the government.
