Moesia Inferior, and its sister province Moesia Superior, was conquered around the same time as the rest of the Balkans. It was a rather uneventful province and fit perfectly into the Roman system. Their people had few characteristics and did very little in the Empire. Their governors changed all the time however. Often back and forth between the same few people. The Moesian political structure revolved around the industry and ports there and the leaders of those institutions exchanged control of the whole Province. This made it very well managed and wealthy but the difference between the rich and the poor was almost insurmountable.
