Paul Delgado was a member of drug lord Palmo's gang, but he was also an informant to James "Sonny" Crockett and Ricardo "Rico" Tubbs, and he had a secret--he was a serial killer of young girls, first by luring them in with dolls from his immense doll collection, then injecting them with 100% pure cocaine, dressing the girls up like dolls and laying them somewhere with a doll at her body's side, all the while speaking in both his normal voice and a high-pitched, female-sounding psychotic voice when dealing with the girls and dolls. After Delgado is found with a doll (not a cocaine-filled one but an empty one) and cornered by Palmo's posse, he is brought back for trial and punishment by Palmo's partners, who choose Crockett (as Sonny Burnett, a lawyer) to defend him, then Delgado reveals he is their informant and if Crockett fails to get him off he was going to expose Crockett and Tubbs as cops. After Crockett's defense was presented, Palmo was ready to convict Delgado, but he got up on a rooftop ledge, spoke in both his voices, then jumped down on top of Palmo, killing both men.
