Democrat Hot Springs was the name of an abandoned town in northern Georgia where Dana Scully gave birth to her son with help from Monica Reyes. Having escaped Billy Miles in Washington, D.C., Scully fled with Reyes to an undisclosed destination known only by Reyes and John Doggett. Doggett selected the abandoned town because it was very remote and he himself had been born there years before. Despite the town's remoteness, Scully and Reyes quickly encountered a local police officer who agreed to assist with the childbirth. However, Reyes realized that the officer was actually a supersoldier and summoned dozens more - including Billy Miles. Even so, as soon as Scully gave birth, the alien replacements simply left, just as Mulder arrived to see Scully. (TXF: "Existence")
