  • Batman: Arkham City is a 2011 action-adventure video game developed by Rocksteady Studios with a story written by veteran comic book author Paul Dini, Paul Crocker, and Sefton Hill. Based on the DC Comics superhero Batman, it is the sequel to the award winning 2009 video game Batman: Arkham Asylum. As the story unfolds, it is revealed that Batman's home city, Gotham City, was built on top of an older city that utilized advanced technology before its time. The inhabitants of Wonder City used mechanical automatons and industrial-era video recording devices referred to as "memory tape".

Quincy Sharp, former warden of the Arkham Asylum, has taken credit for stopping the Joker, and used that notoriety to become mayor of Gotham City. As neither Arkham nor Blackgate Prison are in any condition to hold inmates, Sharp buys out a large section of Gotham's slums, surrounds it with tall walls and arms the perimeter with private military contractors from a group called TYGER in order to create "Arkham City".
