At the time, it was considered one of the most devastating domestic terrorist attacks on American soil in decades. The case went cold for almost forty years, long enough to ensure that the American public eventually forgot about the attack, until 2013 where the Colombians recovered a similar explosive intact. This led to the creation of Operation Lex Talionis, a mission led by NCIS Special Agent Leroy Jethro Gibbs while his colleagues, Anthony DiNozzo and Ziva David were brought into the know. Two years later, in 2015, during Patience (episode), the remaining members of the main NCIS Major Case Response Team including NCIS Agents Timothy McGee and Eleanor Bishop as well NCIS Medical Examiner Dr. Donald Mallard, his assistant and Forensic Scientist Abigail Sciuto were all brought into the operation. It was initially believed that Tomás Orlando was responsible for the bombing, although it was later revealed that he had been framed by Armand Luna.
