The German Empire is a Constitutional Monarchy. The Head of State is Kaiser Wilhelm II and the Head of Government is the Reichkanzler. The Parliament, or Reichstag, is divided into two houses, the higher house being named the Bundesrat, of which the Reichkanzler is the presiding officer. Foreign Relations Germany plays a leading role on the European continent and is closely allied with it's Alliance partners, most notably Karl I of Austria-Hungary. The German Emperor also rules as King of Poland and Ukraine.
