The Grand Vizier, essentially, oversaw the day-to-day operations of the Empire's bureaucracy. The One Sith did not have time nor patience for those matters, and the Moffs were mainly regional and military leaders. And thus the office of Grand Vizier was established, like the Grand Vizier of Emperor Palpatine's original Galactic Empire. The Grand Vizier was not only the head of government but also sometimes served as the head of state and was also basically the spokesperson of the Krayt regime. The head of state, whether it was an Emperor or a regent, was too busy with other matters to get directly involved in running the Empire. The war against the Empire-in-exile and the Galactic Alliance Remnant also took up a lot of the head of state's time, and thus the Grand Vizier became the face of the Empire. It gave the individual who was in office considerable power. However, one aspect that the Grand Vizier did not have control over was the Imperial Military. The armed forces were under the direct command of the Moffs and the Sith. As a result, the Grand Vizier only had available police and other security units, as well as several stormtrooper regiments. Additionally, the Grand Vizier could request the aid of the military if a dire situation demanded it. This way, the power of the head of government was somewhat balanced out with the Sith and the Moffs.
