Despite the start of the Heisei period of Japan between episodes 10 & 11 of Kamen Rider Black RX due to the death of Emperor Hirohito and the subsequent ascension of Akihito, as well as the limited presence the Kamen Rider Series had during the 1990s, consisting of the movies Shin, ZO, and J, they are all counted as part of this final phase of the Showa Kamen Rider Series, having all been made before the passing of Shotaro Ishinomori in 1998.
