The Universal Union ("The W") is an intergalactic government made up of member worlds (called W-Worlds), which can only join the W if they have international governments of their own. In general, the most powerful country of a world has representation at the Universal Hall, though technology has made it very easy for just about everyone not living on a slum world, prison or pirate planet, to vote and be part of government, rather Universal Government acts as a huge show of trying to influence people's votes. Of course, these votes are all rigged by the Æther-Man, and have been for the majority of the W's existence.
