Though concerns on the SPARTAN-IIIs ability to operate against human Insurrectionists were first made prior to Alpha Company's deployment, the need for this was only realised after a high number of Gamma Company Spartans defected from the UNSC. To meet this goal, the Spartans would go through a conditioning course designed by several Insurrection veterans, apparently including those from the ORION and BRUTUS projects. To make it appear as if each participating Spartan was still in the field, each trainee was claimed to be participating on a fabricated military operation, usually in survey or observation missions which did not have much combat action. However, only those within the highest positions of the Beta-5 Division, such as Director Jazmine Utah, knew that the entire Initiative was a lie. Like several other projects formed between 2552 and 2554, the Initiative was created as little-more than a means of income to the highly-classified Delta Company; the Initiative also provided the trainers the Company sorely needed. Because of this, the Initiative was classified to the highest levels of encryption Beta-5 was infamous for, making it difficult for even other ONI departments to find out the truth. While its true very few Insurrection veterans had a hand in its creation, some Spartans in every batch were taken through a theoretical training course just in case a higher power such as HIGHCOMM demanded to see the results and records of the Initiative.
