Its creator, Dr. Robert Chan, developed the virus to solve the problem of uncoordinated mutations in the t-Virus. The new C-Virus would allow the infectee to mutate in accordance with their psychology, and deliver a genetically-implanted need to attain perfection. Dr. Chan and Louise Kah planned to release the virus into New York upon arriving on the Liberty, but later changed plans when he discovered Jack Tramp, who he believed to be of a perfect mentality as a test subject. While he was unable to infect Jack, a newspaper reporter was infected instead.
