New Units Costs Unit costs are increased by approx. 50% (excepting infantry). You must buy a factory first round, as you will have none. That means it won't be unlimited production. * Subs may submerge * Naval Occupation: you are allowed to build naval units in a seazone that is occupied by enemy naval units * Aerial Retreat: air units may retreat during a amphibious assault * Paratroop Units * Scorched Earth * No Weapons Development * 2 Hit Battleships Victory Conditions * Capture 2 capitals * Axis economic victory: 84 IPCs * Allied economic victory: 110 IPCs Initial Setup All countries start with the areas they control in the original setup.
