The film then moves on to the Gotham Cathedral around Halloween time. During a rainy thunderstorm, the cathedral is holding Max Shreck's funeral after he was killed by Catwoman. The people who attended Max's funeral were Bruce Wayne, Vicki Vale, James Gordon, Hamilton Hill, Joe Borg, Harvey Dent, Alexander Knox, Charles Shreck, Alfred Pennyworth and many other Gothamites. Charles said a few words about his father and blames Dent for not being around for Max. Dent explained he was in Metropolis. Vicki and Alexander explained that they were in Metroplois as well, working at the Daily Planet during The Penguin's reign of terror. Gordon then questioned Charles about his father's involvement with the Penguin's plan during the holidays.

A terrorist called Black Mask started to have his associates do lots of attacks on Bruce Wayne's company for his sponsor Roland Daggett. Black Mask and his thugs captured and tortured Lucius Fox for information Bruce Wayne. But Fox refused to cooperate with Black Mask due to his loyalty to the Bruce. Batman arrived and saved Fox from being murdered. But Batman got captured by Black Mask in the process.

Loeb wanted revenge on Batman for letting Catwoman electrocute his face. Loeb was about to kill Batman with a power tool, but Batman was able to escape. The next day, Commissioner Gordon decided to assign Lt. Harvey Bullock to capture Black Mask. That disgusted Bruce since Bullock picked on him in high school. It was when Bruce and Bullock were fighting for the affections of the popular Stephanie Brown. Bullock found out that Daggett masterminded the attacks on Wayne Enterprises. Black Mask kidnapped Bullock and offered the cop a deal. Black Mask would provide evidence to Bullock against Sal Maroni if he destroyed the evidence against Daggett. Bullock refused. Black Mask just yawned and gave Bullock a disc containing evidence against Maroni. Black Mask figured Bullock would change his mind once he checked the disc, so he let him go. Meanwhile, Catwoman rescued a young woman from a mugger like she did before. But the woman fled from Catwoman since she threatened her on Christmas. Batman saw the whole thing and tried to talk to Catwoman. Batman chased after Catwoman but she injured herself. Batman then took her to Wayne Manor. Bullock gave the evidence against Daggett and Maroni to District Attorney Harvey Dent. Thanks to the evidence, Dent was able to put Maroni and Daggett on trial. Enraged that Bullock used him, Black Mask ordered Bullock killed. But Bullock lured Black Mask's henchmen into the territory of a rival gang leader named Richard Grayson. Everybody got killed except for Batman and Bullock. Batman had Alfred treat Catwoman with medical care. Catwoman also revealed that she was trying to make amends by protecting her neighborhood from crime. Black Mask kidnapped Catwoman's sister and brother in law to get back at Catwoman. Batman, and Catwoman went after Black Mask. Black Mask cut the brother-in-law's eyes and forced the sister to eat them. Enraged, Catwoman pushed Black Mask off the building and to his death. The next day, Bruce's friend Lucius Fox took Selina to New York City with him and his family so she can start a new life. Meanwhile, Harvey Dent was prosecuting Maroni. Maroni was planning to throw acid on Dent's face. Batman became aware of the plot and tried to save Dent. But unfortunately, the acid disfigured half of Dent's face.
