France 4-2-1- 9 19-20 5. East Germany 2-3-2- 6 22-19 6. Poland 2-3-2- 6 25-25 7. Japan 1-6-0- 2 13-41 8. Netherlands 1-6-0- 2 14-43 The Netherlands was relegated to Group C for 1991 because it had a worse plus-minus record than Japan. However, East Germany had reunited with West Germany before the 1991 championships and so the Netherlands took its place in Group B.
