The Royal Commendation Medal was the lowest merit decoration awarded in the Golden Empire's military, junior to the Lifesaving Medal, Second Class. It could be issued to members of the Navy, Army, or Starfighter Corps, and was awarded for "performance of duty meriting recognition and commendation before all servicebeings, but not meriting the Distinguished Conduct Medal". It was senior to the Navy and RSC Superior Unit Ribbons and the Army Distinguished Unit Ribbon.

Though the most junior of the individual service medals, the Royal Commendation Medal still carried some prestige, as the Armada was not overly liberal in the issuance of decorations and it was possible for beings to serve full enlistment periods without receiving any valor or service decorations at all.
