The solar mirror was the result of a treaty between the two moons of the planet Eternia (and presumably the planetary government of Eternia), the Bright Moon (especially the Bright Moon colony) and the Dark Moon Phantos. It was negotiated by the colonial leaders on the Bright Moon and by Queen Elmora so her moon could receive light from Eternia's sun. However, shortly after, Elmora abdicated the throne of Phantos in favor of her brother King Barbo, and for a short while Barbo threatened to wage war on the Bright Moon, which would have prevented the completion of the solar mirror.
