The chance is further increases to 1/100,000 when mining the rocks in the Celestial Dungeon (requires level 80 Mining and Smithing to enter), and by a further 20% when using a Celestial pickaxe (requires 110 Attack and 111 Mining to wield). The rocks in the Celestial Dungeon are not underwater but they still provide a chance of finding the gem.
