Sao Li was a popular, influencial chief harbormaster of Shanghai. Having attained the position in 1923, Li's personal wealth grew and he gained enough power to lock out anyone who displeased him from China's major trading ports. He was, however, considered a capable adminstrator susceptible to bribery and his favor was greatly appreciated in business — where he amassed a number of contacts along the country's coast — as was his presence on the guest lists of many a social function.
