The magic number appears to be 40 — once there are forty monsters on a level, no new ones will be spontaneously generated — although breeders and summoners will still produce monsters as long as they have access to open space.

In ADOM 1.2.0 prerelease 23, 40 monsters was not observed to be enough to pacify a level. Monster generation did not stop until 80 monsters were present. In release 60, 105 monsters was not enough to pacify the Big Room but 195 was; might the new number be 120 or 160?
