  • For centuries prior to European colonization, it was inhabited by various native tribes. Today, Marlborough's 26 million inhabitants live largely in rural communities with a growing number settling in large settlements and cities. Its official capital is Vancouver whose population is currently estimated to be between 850,000–1.2 million, and is also the legislative and economic center of the country. In addition to the provinces, local native councils exists as "self-governing dependencies". These entities exercise a high degree of autonomy where most national laws can only apply in these areas with prior consultation with chiefs and their local bodies. The 1877 Marlborough Act gave the former penal fur colony colonial self-governance. The Act was passed after a public plebiscite on the colony's political status was presented with electors voting 92% to 8% choosing independence from Ottawa. Historically significant and unprecedented, it was the first instance of a plebiscite in which indigenous peoples were allowed to cast ballots which some saw as a symbol of European and Native harmony. The 1931 Statute of Westminster gave the Dominion full political and economic independence from London and full legal independence was attained through the passage of the 1981 Constitution Act. It has also maintained somewhat complex relations with its fellow southern neighbour, the United States. In 1845, the United Kingdom annexed Oregon which precipitated into a major international crisis which eventually resulted in American withdraw and reparation. Its economy is productive and healthy with an annual GDP growth rate of 3.2% and unemployment at a rate of 5.4%. It is also a member of the Commonwealth of Nations, North American Free Trade Agreement, Asia-Pacific Economic Forum, the G7, and the G20.
