In both her accession to power and in the rule of her empire, Zoe II often relied on her noble favourites. Zoe reformed the administration and founded many new cities and towns. Like her predecessors she continued to modernize Diadochia along Western European lines. However, military conscription continued to be depended on serfdom. The Empress freed Diadochian nobles from compulsory military and state service. Zoe II was a patroness of the arts, earning the status of an enlightened monarch. She created the Saint Helena Institute, the first state financed higher education institution for women in Diadochia, was established.
