Rashad was the Imperial Governor for the Province of Saldaea during the latter part of the reign of Artur Hawkwing, the High King. Upon his death in FY 994, Rashad and the other Borderland Province rulers met to discuss what they should do as the rest of the Empire began to disintegrate in the War of the Hundred Years. The five provinces became independent nation-states, allied together against both the threat of the Blight to the north and also from attack by the southern kingdoms. They were able to subsequently ride out the chaos of the wars with minimal violence.
