Fennim was a humanoid male who lived in the Delta Quadrant in the 24th century and was a member of the Think Tank. He was the only other humanoid of the group besides Kurros. His species' speech patterns were drastically different from most humanoids, and the universal translator utilized by the crew of the USS Voyager was inadequate in translating his language. He communicated with his fellow group members with the use of a device on their ship that allowed them to communicate telepathically. It is unknown if Fennim survived the attack by the Hazari.

When the USS Voyager sent a carrier wave to disrupt the telepathic communication of the "Think Tank", Fennim was unable to communicate with Kurros. (VOY: "Think Tank") Fennim was played by actor Steven Dennis who received no credit for this appearance. He filmed his scenes on Thursday 14 January 1999 and Friday 15 January 1999 on Paramount Stage 9. The costume worn by him was sold off in week 25 of the It's A Wrap! sale and auction for US$382.77. [1] The costume consists of a large number of ornaments placed in square sections. One of the sections contains a rear admiral's triangular braid insignia from the early seasons of Star Trek: The Next Generation.
