William Phené Neal (22 October 1860 – 7 July 1942), from 1931 Sir William Neal, 1st Baronet, was a solicitor and politician in the City of London. The son of William Neal and Maria Phené. Municipal Reform Party member of the London County Council elected unopposed 4 April 1930 for City of London. He was Lord Mayor of London in 1930.
