| - The Commonwealth of Cyberia, also known simply as the Commonwealth (by its supporters) and the Oligarchy (by its detractors), is a superstate in Random Kingdom III that arose as a nation only recently, as a consolidation of the various semi-independent nations of the region of the same name. A region of independent powers organized along the lines of the Oligarchy had been in existence since the collapse of the Soviet Union. The Commonwealth is a collectivist state run by a small business-minded elite of oligarchs, who maintain a delicate balance of power that keeps their low-scale endemic warfare from flaring up into a full-out hot war and use technocratic means to ensure totalitarian control over the population. The exact geographic extent of the Commonwealth has never been clearly established and descriptions and acquisition histories have varied over the years, bur the state at the very least encompasses the entirety of Russia (with the possible exception of a small strip of land at the Amur river) and several outposts in eastern Europe. It seems to be engaged in an expansive campaign into Europe, but large parts of the continent are not under its control - southern Germany is free from Cyberian rule and has actively resisted the Oligarchy for a long time prior to the onset of Random Kingdom III. The Commonwealth seems to have influence over parts of China, contesting continental Asia with Eastasia, although that part of the world never gets clarified. Its political stance has left the Commonwealth with few friends on the international stage - however, entirely pragmatic, Cyberia is always willing to support - and take support from - other states and non-government organizations - for a price, or if it serves the interest of the oligarchs. While Cyberia is a superpower in its own time, one should not be mistaken about the extent of its power - having arisen from a devastated world, it is actually only a faint afterglow of the great cultures that preceded it. It would probably be unable to stand against the Great Powers of the 19th and 20th century, the vibrant reach upward that characterized the now collapsed Western Civilization. But, at least it covers the land with some security and infrastructure.
