No, you cannot utilise the G.E.C.K. or otherwise mod Fallout 3 on the Xbox 360, or any platform besides the PC. The only type of modding in Fallout 3 is changing stats, name, and duplicating items with modio you put in the items original amount and say you have a fat man with 17 Mini-Nukes, then you type in the original amount 17 then type in new amount and lets say 9999, then you just resign/rehash your file and then play it and you will have 9999 mini-nukes
