The format resulted in many problems, as with such a split in roles there was a severe lack of councillors. Thus, many patents were passed that should not have been, and players were often not properly advised on fair and realistic scientific roleplay. The council was restructured to form the Galactic Science and Technology Council (GSTC) in (date here).
