The story was written by Samyon and Kevin Roberts, the latter being a former UNSC Army trooper who had fought in anti-insurgency operations for the last few years of the Human-Covenant War. The story was adapted by allegedly true stories heard by both Samyon and Roberts concerning a series of battles between infamous Insurrectionist officer Jonathan Ulan and a group of United Nations Space Command funded and equipped paramilitaries known as the Freelancer Project. The film was shot on location at various colonies, including Tribute and Sigma Octanus IV. An extensive publicity campaign was launched to promote the film, including fake propaganda from both the UNSC and Insurrectionist side, as well as fictional interviews regarding the events of the film.
