It has now apparently come back at least in part, backed up with violence now, through out the the ethnic Russian population of Russia, Ukraine and Estonia. Under President Putin, Russia has got a abnormal need to bully Georgia and Ukraine. Independently of this, Estonia, Ukraine and Latvia went Russia-phobic for equally bizarre reasons after the millennium to. This unlike in the American army where WW2 officially marked the end of segregation in the U.S. military. In 1948 President Truman signed Executive Order 9981 officially ending segregation and racial inequality in the military. Unofficially beating up and bullying Hispanics was seen as cool until the late 1940s and for Blacks and Coloreds until the mid to late 1970s. It was reportedly slowly diminishing since the millennium. Rapeing female officers lasted untill the mid 2000s and sometimes fatal gay-bashing gose on.
