This requirement was instituted after Tori Spelling's threat to sue after a fan mentioned her in a story. The listowners for FKFIC-L@LISTS.PSU.EDU decided that it was necessary to ban the mention of living people in any story posted to the mailing list unless explicit permission was received (for example, in the form of an e-mail from the person to the listowners). As war posts are stories, the rules applies to them as well. As a result, there is a ritual call for permission slips shortly after the date is officially set for a new war. No one who has not submitted a slip is allowed to participate; nor are writers allowed to write fans into their stories unless a slip is on file for them. In practice, there is some leeway to this rule. People do often mention family and colleagues (by their position, if not by name) in their "going-to-Toronto" and "going-home" posts at the beginning and end of the war.
