For getting a new plant from cuttings/budding, cut a young shoot from a grown tree (best to get cuttings from trees you've found to be quite good which do well in your area), ensuring you have about 15cm. Dip the cut end into a rooting chemical and then put that end either into wet soil (which you must keep wet) or perhaps into a container with water in it. A more detailed explanation can be found in the first reference and by further googling on this subject. A side note, one tends to get fruit from trees faster if one uses cuttings rather than growing from seed. In Laos, if one plants a mango tree from seed it'll take about 3 years for it to bear fruit. If one plants from cuttings, it can bear fruit in only 1 year.
