The Fringe was the region wedged between the other two, far larger and more powerful areas. It had no organized government, but was known to be under the sway of Lord Fagin, the Pirate King, from his headquarters on Tomin Kora. As a frontier region with no organized military presence, it was a known haven for pirates, smugglers, theives, and those who did not wish to be found.
