- Yagura, being the strongest shinobi in his village at that time, was elected as the Fourth Mizukage at a very young age. He was made a jinchūriki at a very young age and learned to control its powers over the following years. During his reign, he was known to have no tolerance for any form of treachery against the village and he reinforced its nickname as by the barbaric ritual where Academy students would be forced to kill each other in order to graduate. The practice was discontinued when an entire graduating class of students was massacred by a young Zabuza Momochi.
