Carl Reid was the first Secretary of Labor under President Josiah Bartlet. He served from 1999 to 2002. Reid wanted Senator Seth Gillette to be on the Blue Ribbon Commission on Social Security, and even met with President Bartlet to request it. In late 2001, Reid held a conference in the White House Press Room about a "school-to-work initiative." Carl Reid left in January 2002 to accept a position at Shearson. He was succeeded by Indiana Governor Jack Buckland.
