- Dr. Samantha Phillips was assigned to evaluate the mental state of Metro-Dade Detective James "Sonny" Crockett after his recent trauma, amnesia, and actions as his alter-ego, Sonny Burnett. Phillips is very sympathetic as she listens to how Crockett fears what kind of person he has become, that he could kill people without remorse, nearly kill his partner and friend Ricardo "Rico" Tubbs twice, how his friends couldn't trust him, and that he fears he could revert to being Burnett again when he is working undercover. Phillips assures Crockett his friends will come around, that his actions after his memory returned redeemed himself, that a vacation will provide much benefit, and recommends going into the rural areas to get away from the city life.

- DI Samantha Phillips (played by Fay Ripley) is a corrupt policewoman who tries to blackmail Mickey and his crew by taking the spoils of their latest con, stealing a painting and leaving a copy for auction. She has a safe deposit box where she stashes all her ill-gotten gains. However, although she apparently outsmarted the gang by blackmailing them into stealing a rare comic so that she could sell it off herself after forcing Eddie to hand them over to her, it was revealed at the episode's conclusion that Eddie's 'betrayal' had been faked as part of a con against Phillips, the gang planting evidence to suggest that she had carried out the con herself. She appears in "Missions".
