Mitsuru Sugaya (菅谷 充 Sūgaya Mitsuru) is a manga artist known among different pen names including Shiro Tsurumi and Goro Takami. He is best known for the manga Game Center Arashi, its related series that won him the Shogakukan Manga Award and adaptations of the Showa Era Kamen Rider Series from Kamen Rider to Super-1. His artwork is notably very similar to Shotaro Ishinomori (having worked as one of his assistants), to the point of even doing adaptations of other Ishinomori and Toei series including Kikaider, Robocon, and Toei's Spider-Man.
