Carter Finch was the webmaster for Naughty, Naughty Neighbors and a man who lived with his mother but apparently, she felt safer having him nearby. At some point, Finch and Carr went on the run together, staying at the Freemount Inn where Finch also set up an online auction before shutting it down, having gotten the money he'd wanted. Unfortunately, Carr, motivated by greed disposed of Finch by stabbing him in the chest with a K-Bar, a Marine fighting knife which killed Finch instantly.

Carr later dumped Finch's body in the bathtub where NCIS Special Agent Anthony DiNozzo and Mossad Officer Ziva David discovered his remains the next morning and the two eventually and successfully arrested Carr who'd attempted to flee, Carr having dyed her hair to avoid being captured by the authorities.
