Alan Morgan, the man in charge of maintaining the power for the sector, arranged with Alexis Drazen to shut off the electricity at 7:20pm on Day 1 in exchange for $50,000 in bearer bonds. This would allow Alexis and Andre Drazen to attack while Victor Drazen was being transferred to the detention center and free him from captivity. ("Day 1: 6:00pm-7:00pm") After apprehending both Morgan and Drazen, Jack Bauer traveled to the grid sector with George Mason to investigate why the power was being shut off. After locating the power transformer, Jack noticed that new locks had been recently fitted by Morgan. ("6:00pm-7:00pm") Meanwhile Andre Drazen arrived in the area by helicopter with Harris and his mercenaries. They were attempting to break into the prison facility, and so destroyed the power substation with a few ounces of C-5 explosive, cutting power to the grid sector. They then infiltrated the facility using more explosive, and captured Jack Bauer. ("7:00pm-8:00pm")
